Standards Wars: China Out of Business Again

The story is still fresh in the memory with the standardization of ultra-wideband communication (UWB) technologies, which ended in nothing, and now, as it became known the other day, the fate of the future generation of IEEE 802 wireless networks.11i is also in question. As in the story with UWB, the presence of an alternative approach, in this case – to the use of cryptographic algorithms, does not allow the participants in the process to come to a consensus – everyone insists on their rightness.

Some time ago, China adopted its own cryptographic standard WAPI (WLAN Authentication and Privacy Infrastructure), mandatory for use by all vendors of equipment for wireless networks, without exception, which at one time caused great discontent with Intel. However, the microprocessor giant was able to negotiate the supply of its wireless adapters to China, which served as a support for promoting Chinese technology as a candidate for an international standard. However, the International Organization for Standardization (ISO) has its own opinion on this matter: in a recent vote, an overwhelming majority of members voted against WAPI in favor of IEEE 802.11i.

The reason for this decision, in addition to the prevalence of solutions of the 802 family.11, the Chinese side was reluctant to disclose the cryptographic algorithms used. Some ISO members also expressed concern about the possible incompatibility of WAPI with 802.11-networks.

And everything would be fine if it were not for the deliberately belated open letter from the IEEE, which emphasizes the weaknesses of WAPI, which caused, as you might guess, a flurry of indignation from the representatives of China, who accused the IEEE of deceiving and rigging facts at a critical moment for the outcome of the vote. And the words of the IEEE that the institute is considering the possibility of ensuring compatibility with WAPI for the globalization of wireless networks are called hypocritical by the Chinese representatives, although, perhaps, this is where the IEEE is not disingenuous.

One way or another, but, apparently, the Chinese lost this round again, as was the case with DVD and cellular communications (in both cases, China made an attempt to create its own standard), and WAPI, together with AVD (the Chinese analogue of DVD technology) and TD-SCDMA, will take place only in the domestic Chinese market. It is on the domestic Chinese market that Intel and Texas Instruments are oriented with their WAPI solutions, the rest of the vendors have not shown any interest at all. But what comes next? It is unlikely that the Western world will be able to continue to ignore Chinese initiatives, so sooner or later the intellectual property market will have to be divided.
